The tail light bulbs itself has a locking mechanism on them.  You need to push down on the bulb in order to turn them to the removal position.  If the glass bulb is broken, use a needle nose plyers to push down the bulb to turn the bulb to remove.

On Sunday, narrlee posted about replacing a broken tail light in a 2004 Diplomat.  I think this thread is part of that other thread by the OP narrlee.
