Makalu's post in 2008 Navigator fuel/water separator sensor was marked as the answer
The filter is a Fleetguard FS19593 that has a screw on water canister on the bottom that houses the drain valve and the sensor. That is the reusable part that doesn't come with the filter.

I actually just replaced that exact relay for the intellitec system and it all went on. Thankfully I found a gentleman here in San Diego with a replacement.
