Air Intake Drain Hose I Assume

That may well be from the air filter housing. 

If so, the duckbill is there to prevent it sucking air into that hose, and to keep out insects.

My Kubota tractor and lawn mower both have similar valves on the air cleaners, and they actually have a centrifugal filter that deposits large dust particles into the duckbill, where I periodically release them with a quick squeeze.

I have 2 similar hoses for the front ACs and the rear AC.

The engine air intake is located DS rear upper and has a 1" drain hose, runs down into the DS engine area and there is no insect blockage. The drain hose intake is located below the 6" air intake so in theory no water will enter.

I have similar intake holes in my 2000 Windsor, I have a duck bill drain at the bottom of the ~10" intake pipe that 90's into the filter. My duckbill is ~2" in diameter.  Farm and industrial equipment use similar "water dumps" on air intakes anytime there is a chance liquid can collect.   My John Deere riding mower actually has one.
